Why pay for preconstruction when a contractor will bid the job?

A bid tells you what a drawing set costs once it is finished. Preconstruction tells you what the design will cost while it can still be changed, which is the only point where a number can be influenced without losing scope.

Can you provide preconstruction on a project you are not building?
