What does an owner's representative actually do?
Represents your interests against the contract: validating budget and bids, auditing schedule, reviewing change orders and pay applications, observing the work, and reporting independently so problems surface while they are still small.
Is owner's representation worth it on a smaller project?
It scales. On smaller work it is usually a limited scope: budget and contract review at the start, then periodic site observation and change order review rather than full-time oversight.
