Owner’s Representative vs. General Contractor

A general contractor and an owner’s representative are not competing services. They occupy different sides of the same table, and on projects above a certain complexity, an owner benefits from having both seats filled.

The structural difference

A general contractor holds the trade contracts and carries construction risk. Their income is tied to the construction value, including change orders. An owner’s representative holds no trade contracts and has no financial interest in the change orders they are reviewing.

Neither arrangement is dishonest. They simply have different incentives, and only one of them is aligned with the owner’s cost outcome by default.

What an owner’s rep does day to day

The work is unglamorous and it is where money is saved.

  • Validating budgets against real market pricing rather than accepting an estimate.
  • Preparing bid packages tight enough that scope gaps do not become change orders.
  • Reviewing every change order for entitlement, pricing and schedule impact.
  • Maintaining a decision log with owed dates so owner delay does not become contractor claim.
  • Weekly reporting with forecast at completion, not just cost to date.

When it pays for itself

Roughly speaking, when construction value passes a few million dollars, when the owner does not build regularly, or when the project has an unforgiving opening date. On those projects the fee is normally recovered several times over through bid competition and change order control alone.
