What each method actually does
Design-bid-build completes the design, puts it to competitive bid, and awards to a builder. Design-build places design and construction under one agreement with continuous pricing as the design develops.
Where design-build wins
Overlapping design and construction commonly saves 15 to 25 percent of total calendar time. Pricing during design prevents the classic failure of a finished design nobody can afford. And when a drawing and a field condition disagree, there is no gap between two contracts for the problem to fall into.
Where design-bid-build is the better answer
When the scope is completely defined and unusual, when a public procurement rule requires bidding finished documents, or when the owner has strong reasons to separate design authorship from construction. We will say so when that is the case rather than selling the method we prefer.
The question that matters more than the method
Whether the agreement is open book. With visible subcontractor bids, a stated fee and a stated contingency, both methods behave honestly. Without that visibility, neither does.
