Coastal Development Permits in Southern California

In several of the markets we work in, the coastal permit is not a step in the schedule. It is the schedule. Knowing that at the start changes how a project is planned and financed.

Where it applies

The coastal zone is a mapped boundary, not a distance from the water, and it reaches surprisingly far inland in some places while excluding blocks that feel coastal in others. Venice, Malibu, Newport Beach, Seal Beach, much of Huntington Beach and parts of Santa Monica and Long Beach are routinely affected.

Some cities have a certified Local Coastal Program and issue the permit themselves. Others route through the Coastal Commission. The difference in processing time is substantial, and it is the first thing to establish.

What it adds

Expect additional analysis of public view corridors, public access, biological resources, hazards and drainage. Expect a hearing in many cases. Expect the process to run months rather than weeks, and expect consultant fees that can exceed the building permit fees.

Designing for coastal review from the start

Projects that respect view corridors, keep massing within the established pattern and address drainage and hazard honestly move through review. Projects that maximise every dimension and hope for the best generate conditions, appeals and redesigns. The economics favour designing with the policy rather than against it.
