Orange County permitting is generally faster and more predictable than the City of Los Angeles, which leads owners to underestimate the parts that are genuinely slow: fire authority review, historic districts and specific plan areas.

The sequence

Pre-application research, complete submittal, building plan check running in parallel with fire and any agency clearances, corrections, resubmittal, fee payment, issuance. For most residential work in cities such as Fullerton, Costa Mesa, Tustin and Garden Grove, that is 6 to 12 weeks when the first submittal is complete.

Where Orange County differs

Orange County Fire Authority reviews for many cities rather than each city running its own fire review. Several cities carry strong historic districts, notably Old Towne Orange, Old Town Tustin and downtown Fullerton. Master-planned areas such as Irvine and Tustin Legacy add HOA or specific plan review that runs alongside the city.

  • Confirm whether OCFA or a city department reviews fire scope at your address.
  • Confirm whether your parcel is inside a historic or specific plan area.
  • In HOA communities, submit to the association in parallel with the city, not afterwards.
  • For North Tustin and similar addresses, confirm whether the County rather than the city has jurisdiction.

What creates delay here

Not intake speed. Incomplete structural and Title 24 documentation, unresolved unpermitted work on the property, and HOA review that started late. All three are avoidable with a fortnight of preparation before submittal.
